Der Zeitpunkt für das Inkrafttreten der neuen Stimmengewichtung wird auf den 1. November 2004 vorgezogen, damit er mit dem Amtsantritt der neuen Kommission zusammenfällt ;
Jedes Beitrittsland bekommt die in Erklärung Nr. 20 des Vertrags von Nizza vorgesehene Zahl von Stimmen;
Die Schwelle für die Erreichung der qualifizierten Mehrheit (die neue Stimmenzahl, die die Mehrheit der Ratsmitglieder repräsentiert) wird gemäß Erklärung Nr. 21 des Vertrags von Nizza auf 232 der 321 Stimmen, d. h. auf 72,3 %, angehoben (siehe unten stehende Tabelle);
