Hierzu ist geplant ein Modellierungsinstrumentarium zu entwickeln, welches mittel- und längerfristige gesamtwirtschaftliche und sektorale wirtschaftliche Effekte der Förderung empirisch-quantitativ abbildet und ermittelt.
Ausgangspunkt der Modellierung ist NiGEM ( National Institute Global Econometric Model ) , ein ökonometrisch geschätztes , theoretisch konsistentes makroökonomisches Modell , welches um sektorale Aspekte wie Vorleistungslieferungen und Lieferstrukturen sowie insbesondere der Einbeziehung des Industriesektors der erneuerbaren Energien für Deutschland erweitert und angepasst wird .
Im Vordergrund steht die Bilanzierung der direkten und indirekten positiven und negativen Beschäftigungseffekte des Ausbaus unter Berücksichtigung von Innovationspotenzialen und Wettbewerbswirkungen.
