Die Organisation hat eine bestimmende Bedeutung in dem mit den europäischen Institutionen (Europäisches Parlament, Europäische Kommission und Europäischer Rat) geführten Dialog, in der Interessenabstimmung von Mitgliedbahnen und ihrer Vertretung.
Ihre primäre Zielsetzung liegt in der Ausgestaltung einer ausgeglichenen Verkehrsmittelwahl zwischen den verschiedenen Verkehrsarten und in der Umlenkung des Verkehrs auf die Schiene.

The organisation has a significant importance in the dialogue with the European institutions (European Parliament, Commission and Council) as for the harmonisation of the interests of the member railway companies and the representation thereof.
Its primary purpose is the formation of a harmonised division of labour amongst the transportation modes and directing the traffic to rail.
